You may: recolor, flip, and otherwise manipulate the tags
You may not: repost them to this or other sites as artwork
How to use: On the top right hand side of the screen by the big picture of all the tags, is a button that says Download Zip File. Click that, and you can download the zip file that has all the tags in it. If you're running Windows XP or higher, you should then be able to open the zip file and drag the pictures out of it to somewhere more useful. Pick which one you want and upload it at the DeviantArt settings page.
